MATS’ Long Range Transportation Plan - Towards 2045

The 2045 Long Range Transportation Plan serves as a decision-making guide for the Midland MPO, stakeholders, funding agencies, and other transportation partners. The plan helps pinpoint and address the future transportation related needs of our region by identifying issues and deficiencies within the system, and recommends strategies to mitigate those issues.

The Long Range Transportation Plan prioritizes funding allocations; directs the transportation improvement program; and focuses on the relationship between the transportation network and regional land uses. The plan is projected over a horizon of at least a 20-years and is updated every 5 years in accordance with changing needs and new transportation related legislation.

 

Transportation Improvement Program (TIP)

The Transportation Improvement Program (TIP) is mandated by Federal legislation and is a fiscally-constrained, four-year list of transportation projects programmed for the MATS study area. The TIP is updated continually and includes projects on the Interstate, Primary Urban and Rural Highway Systems. It also includes safety, bridge, railway transportation enhancements and public transportation projects. The TIP may also include funding for feasibility studies, preliminary engineering activities and environmental impact studies.

Non-Motorized Transportation Plan

 

The Unified Work Program (UWP) integrates work to be performed by the Midland Area Transportation Study (MATS), Transit Operators within the area, and the Michigan Department of Transportation (MDOT) into a single document.

The annual UWP describes the transportation planning tasks scheduled for the current fiscal year (October 1 to September 30). These planning activities are supported by federal, state and local funds. The objective of the work program is to ensure that a continuing, cooperative and comprehensive approach to transportation issues and needs is maintained and coordinated between all affected agencies.

 

This document presents projects within the MATS area that received federal obligation of funding during the preceding fiscal year. These obligations provide funds for many categories of projects, including surface transportation, transportation alternatives program, safety, highway improvement, local bridge, economic development, transit operating and transit capital. This report is prepared annually, and released by the end of each calendar year.

 

The Non-Motorized Transportation Plan is an endeavor by the Midland Area Transportation Study (MATS) to provide a structured way of enhancing non-motorized transportation within its boundaries and promoting development of an NMT system that’s comprehensive, connected, usable and safe. Inclusion of a project in the proposed project listing can assist in demonstrating regional support for a given investment.
