Project Type and Funding Source Matrix Table

MATS staff has assembled this matrix of project categories and potential funding sources to assist local governmental agencies in researching potential ways of getting projects funded. The link below contains this matrix table for a variety of road, bridge, transit, and non-motorized project types, along with contact information for federal, state, and other agencies.


The basis for transportation planning, transportation funding, and project management can be found in a number of enabling acts, regulations, and policies. These can be hard to locate, so we have included here a number of links that can help you understand how these things get done.

With regard to MATS, and other MPOs across the country, 23 U.S. Code § 134 (Metropolitan Planning) is the fundamental enabling legislation that provides for MPO organization, activities, and role in the transportation development process.

Also related to MATS are regulations found in 23 CFR § 450.310, MPO Designation and Redesignation.

As referenced in several MATS documents, the current authorization legislation is the Infrastructure Investment and Jobs Act (IIJA) Public Law 117-58, which was signed into law on November 15, 2021. This legislation, also known as the “Bipartisan Infrastructure Law” (BIL) provides for the funding of transportation for a specified period of time.

A Citizen’s Guide to Better Streets

To get a better understanding of the mechanism for obtaining public input at a number of stages in the overall transportation planning process, we highly encourage you to read an excellent document called “A Citizen’s Guide to Better Streets”, produced by the Project for Public Spaces, in collaboration with the AARP. This document helps to prepare the general public for interactions with both transportation planners and the implementing agencies. It can be found here:
