The basis for transportation planning, transportation funding, and project management can be found in a number of enabling acts, regulations, and policies. These can be hard to locate, so we have included here a number of links that can help you understand how these things get done.

With regard to MATS, and other MPOs across the country, 23 U.S. Code § 134 (Metropolitan Planning) is the fundamental enabling legislation that provides for MPO organization, activities, and role in the transportation development process.

As referenced in several MATS documents, the current authorization legislation is the Infrastructure Investment and Jobs Act (IIJA) Public Law 117-58, which was signed into law on November 15, 2021. This legislation, also known as the “Bipartisan Infrastructure Law” (BIL) provides for the funding of transportation for a specified period of time.
