MATS COMMITTEES

The Midland Area Transportation Study (MATS) Metropolitan Planning Organization (MPO) is guided by representatives from local governments and transportation agencies who work together to plan for the region’s transportation needs.

MATS is governed by two primary committees: the Policy Committee and the Technical Committee, supported by various subcommittees. Members are appointed by participating local jurisdictions and agencies to help guide regional transportation planning, policies, and funding decisions.

Together, these committees ensure that transportation planning follows a comprehensive, cooperative, and continuing (3C) process. This approach encourages coordination among local governments, transportation agencies, and the public while ensuring that local priorities and community perspectives are considered throughout the planning process.

Through this collaborative process, MATS evaluates transportation conditions, gathers public input, and identifies strategies to address regional transportation needs. This work helps guide transportation investments based on regional priorities and available funding through plans and programs such as the Transportation Improvement Program (TIP) and the Metropolitan Transportation Plan (MTP).

MATS staff support this work through day-to-day planning, coordination, and administration of regional transportation programs.
