Administering the MPO
MATS staff are responsible for the overall administration and daily operations of the Metropolitan Planning Organization (MPO). This includes managing the financial and organizational aspects of the program, maintaining compliance with federal and state transportation planning requirements, and ensuring that all MPO activities are carried out efficiently and transparently. Staff coordinate closely with local jurisdictions, regional partners, and state and federal agencies to support ongoing transportation planning and project implementation efforts.
Administrative duties include preparing key reports such as the Annual Obligation Report, which details how federal transportation funds were spent during the fiscal year, the Final Acceptance Report, and quarterly progress reports that track the status of MPO activities and deliverables. MATS staff also manage meeting coordination, data collection, recordkeeping, and document preparation for plans such as the Transportation Improvement Program (TIP) and the Metropolitan Transportation Plan (MTP).
In addition to technical and financial oversight, MATS staff conduct outreach and communication with member agencies, stakeholders, and the public. This ensures that regional transportation planning remains collaborative, transparent, and aligned with the needs and priorities of the Midland area.
